Downloading Norton security

I also am having trouble downloading Norton onto my IPAD. We have coverage for up three devices and only have it on our laptop. I have tried getting help by phone and online, but was not successful. It will not accept the email and password I provide or wants a partner code, I dont know where to find. I would also rate this experience as frustrating and as a -5!!!
